This is the NZTA's section in the online road code about how to behave when encountering horse riders and drivers on the road. It does not clearly illustrate the desired behaviour and the information is quite ambiguous, such as "slow down" and "pass wide" - people who do not know horses need to be told exact speeds and distances or else they will put themselves, horses and riders at risk. It is also not very appealing design wise.

This is the NZTA's section for tourist drivers. From here I was directed to an information pamphlet and an outside website that goes into more detail about driving in New Zealand.

A pamphlet about driving in New Zealand from the NZTA. This is the section on sharing the road with other road users - very lacking in information and not mentioning anything at all about equine road users.

A website for tourists to New Zealand. This explains the key road rules that may be different in New Zealand to the visitor's origin country, such as driving on the left hand side of the road, wearing a seatbelt, no using a cellphone etc. It does not have any information about the driving etiquette when encountering an equine road user.
